The differences are the bug fixes and improvements listed there.

Detailed in the Language Reference and Inbuilt help are details of the new SQLite commands.

Note, HN4 is built with a much more modern compiler whereas the complier for V3.83 predates Windows Vista and Intel Macs.

No, the V4 build is a Universal so it runs on both PPC and Intel Macs.
