Can Hypernext do this?

Ok, so im new to hypernext and am trying to make a proxy program.
What i want the program to do is block a certain URL from being sent through the proxy.
There are several programs such as ANON proxy wwhich can do this, but i thought maybe i could make my own.
Also i would like the program to show the computers IPV4 or IP address which is shown in CMD when you run IPCONFIG.
i have a program which is exactly the same as what im making called "PATCH BLOCKER", BUT ITS CONNECTION DROPS SOMETIMES.

I'm sorry but I do not think HyperNext can do this.

I cannot see how HyperNext can intercept the connections and then filter them as it does not have access to the network APIs.

anything
